The five main mobile phone networks have agreed to introduce changes which will allow their customers to make a 999 emergency call on a rival network.
Unlike in much of Europe, the UK currently has no provision for a 999 caller to "roam" onto another network.
Ofcom's Welsh arm said the networks were testing technical changes to make this possible by the end of the year.
It is intended to help in some rural and mountainous areas where reception in certain networks can be patchy.
The progress has been welcomed by Ogwen Valley mountain rescue team.
A spokesman said: "The more coverage the better."
Ofcom Wales confirmed discussions have been underway for some weeks with the five main network operators, O2, T-mobile, Orange, Vodafone and Three.
Director Rhodri Williams said the networks were working on how to run "roaming" 999 calls in England, Scotland, Wales and Northern Ireland by 2010.
He said: "Unless you have cause to do it, you might not realize.
The fact that facility was available in most European countries was something the [advisory] committee were themselves surprised to learn and thought that there was no good reason why such a facility was not available in Wales."
He said the issue had been brought before the Welsh affairs select committee's inquiry into digital inclusion in Wales.
He said: "The geography of Wales creates challenges for anyone wishing to distribute digital services of whatever nature.
"Each operator has to trial the technology to make sure that [a roaming emergency call] works.
'Cloud'
"The benefits of that to consumers in Wales and the rest of the UK is quite considerable."
Chris Lloyd, spokesman for Ogwen Valley Mountain Rescue Organisation in Snowdonia, said it would be useful if rescue teams were able to bring back a mobile phone user who had just made a roaming 999 call.
He said: "We have an increasing number of calls from people whose only contingent is to be on the mobile phone, which means we're dealing with a lot of people who are just sitting in the cloud and need someone to hold their hand.
"Rather than us rallying all our troops, frequently we now need to speak to the people on the mobile phone and interview them thoroughly and walk them in the right direction."
